Obtaining Turkish citizenship for foreigners

 According to the changes made in the implementing regulations of the Citizenship Law announced in the Official Gazette published on 14/1/2017, Turkish citizenship will be granted to foreigners: 

• When buying a property worth at least 250.000$, provided that the property is not sold for three years.

• When investing at a fixed capital of at least 500.000$.

• For foreigners who show a document proving that they have deposits in the bank worth not less than 500.000$, provided that the deposits remain in the bank for three years.

• For foreigners who prove that they have bought bonds from the state, provided they are not sold for three years.

 What are the required documents to obtain Turkish citizenship in general? 

• A petition of (VAT-3) type, obtained from the places designated for applying for Turkish citizenship.

• A copy of the applicant's passport, translated into Turkish and certified by the notary, then by Qaim Maqam, and if the applicant is without an official ID from his country, he must show proof of that.

• A document that contains all the personal information of the applicant, translated into Turkish and certified by the notary and then by Qaim Maqam.

• A document clarifying the civil status of the applicant, translated into Turkish and certified by the notary, then by Qaim Maqam.

• In case that the applicant is married, he must show what proves the family relationship between him and his wife and children according to the rules, and these documents are translated and certified by the notary and then by Qaim Maqam.

• A medical report proves that the applicant is free from diseases that can cause infection or pose a health risk to society.

• An official document proving his proficiency in the principles of the Turkish language as much as he needs to integrate into society.

• An official document proving his ability to support himself and his family by obtaining a work permission in Turkey and a tax board, etc., or through an official undertaking by relatives of the first degree to support the applicant.

• A copy of a document of his first or second degree relatives with Turkish citizenship, if any.

• Children under the age of eighteen must bring their birth certificates if they were born outside Turkey, and it must be translated and certified by the notary and then by Qaim Maqam, and if they were born in Turkey, it is sufficient to bring the birth certificate that is obtained from the hospital along with the birth certificate obtained from the Nufus Department.

• In case that one of the spouses does not review to obtain Turkish citizenship, a document of approval for that spouse must be presented, translated and certified by the notary and then by by Qaim Maqam.

• According to the Turkish Naturalization Law issued on 12.06.2009 No. 99552 and No. 5901 Article No. 2.5.1, the papers to be presented in the event that the spouses had children or children who were given birth by marriage or previous sexual intercourse, it must be proven that the children born are identical to these two cases.

• Obtaining a five-year uninterrupted residence in Turkey for those of foreign origin, and only two years for those of Turkish origin to be able to apply for Turkish citizenship.

• With regard to foreigners who are of Turkish origin, they must bring an official document proving this, and it will be evaluated, and translated and certified by the notary and then by Qaim Maqam.

• The applicant must possess a residence permit for a period of at least three months after the date of applying for Turkish citizenship, and he takes a copy of every page containing a transaction within the residence permit book and it must certified by the notary.

• If the applicant has been punished for a crime, he must show the document of the decision of the competent court that ruled it.

• Attach the receipt for payment of the value of the service, which is a small amount.

 What are the documents required to obtain Turkish citizenship when buying a property in Turkey? 

• A copy of the Tapo (title deed of the purchased property), or the promise of sale contract with the notary (Noter).

• Valid evaluation report of the property, the validity of the real estate evaluation reports is three months, and the value does not exceed the value recorded in the title deed, and has a specific issuance cost, and is extracted within two or three working days by a valuation institution licensed by the Turkish government.

• Original payment receipts from the buyer's account, stamped from the sending bank.

• Original receipts from the seller's account, stamped from the receiving bank.

• Two copies of the proxy of the application for citizenship, granted by the investor to the law firm to submit the file of citizenship, and follow-up with the official departments. The proxy is organized through a Notary in Turkey (Notre) at an estimated cost of 600 to 700 TL per copy. If the investor's spouse is added to the naturalization file, a similar proxy must be provided for each of the spouses, and one joint proxy may be organized for the client and his wife. The fees of the legal team vary according to each case in terms of the number of papers and the number of individuals in the file and others.

• Translation of the passport into Turkish, certified by a notary in Turkey (Noter) for the whole family: husband, wife, and children under 18 years of age.

• Picture of the last Visa and entry to Turkey.

 What are the documents required to obtain Turkish citizenship by marriage? 

• A petition of (VAT-6) type, obtained from the places designated for applying for Turkish citizenship.

• A copy of the registration document of the Turkish spouse from the Nufus Department.

• A copy of the applicant's passport, translated into Turkish and certified by the notary, then by Qaim Maqam, and if the applicant is without an official ID from his country, he must show proof of that.

• A document that contains all the personal information of the applicant, translated into Turkish and certified by the notary and then by Qaim Maqam.

• If the marriage took place in the Turkish Republic, he must attach a copy of the marriage contract, and if the marriage took place in a foreign country, he must present a copy of the contract translated to the Turkish language, certified by the notary and then by Qaim Maqam.

• A copy of every page containing a transaction inside the residence permit book, certified by the notary.

• If the applicant has been punished for a crime, he must show the document of the decision of the competent court that ruled it.

• If the applicant does not possess in his identity the information of a month and the day of his birth, he must prove that from the competent authorities in his country, and bring an official document related to that, translated to the Turkish language and certified by the notary, or according to the Law of Services in the Nufus Department No. 5490 and according to Article 39, a signed statement must be attached and brings up that document.

• Attach a clear copy of the identity of the Turkish spouse from the front and back sides.

• Attach the receipt for payment of the value of the service, which is a small amount.

 Documents required to obtain a residence permit before granting Turkish citizenship to investors: 

• Residence application form.

• Certificate of Conformity (the conformity of the property to the specifications of granting citizenship, which extracted from the Department of Tapu)

• Original passport + a photocopy (The applicant must attend in person).

• 4 personal photos.

• Valid health insurance.

 Documents required by the property owner, his wife and children under the age of 18 to apply for citizenship: 

• Application form for Turkish citizenship for a property owner (the application must be filled in large Latin letters without shortage or errors and signed by the owner or his agent).

• If the husband applied for citizenship for himself and his children only without the wife, the consent of the mother must be granted to for her children under 18 years to get Turkish citizenship.

• Civil Status Document: Marriage contract or any other document proving the applicant's condition whether he is single or married.

• Birth certificate or any other document proving birth information such as the extraction of civil registration or the Nüfus registration for all family members (must include the names of parents of everyone).

• Family statement document or family book.

• 2 personal photos.

 * Important note on the ratification of documents issued outside Turkey 

• All documents issued outside Turkey must be duly attested by the Ministry of Foreign Affairs of the country from which the document was issued, and by the Turkish representative in that country (Turkish Embassy or Consulate).

• If it is not possible to ratify the Turkish representative in the country issuing the document, it must be ratified by the representative of that country in Turkey and ratified by the governor after translation and ratification by the Notary.
